Goulburn Valley · Regional Victoria
Shepparton Property Investment
The Goulburn Valley’s regional capital: a health and food-producing economy, an upgraded rail line to Melbourne, house prices in the mid-$500,000s and a large pipeline of new housing land.
Shepparton is about two hours north of Melbourne and is the main service centre for one of Australia’s most productive food-growing regions.
For investors it offers a lower entry price than Geelong, Ballarat or Bendigo, rental yields above Melbourne’s, and a broad employment base led by health care. It also has a lot of new land coming, and population growth that is steady rather than fast. That balance is what this page is about.

Steady Growth, Not a Boom
Greater Shepparton is home to about 71,500 people and is forecast to grow to more than 81,000 by 2046. That is an average of roughly 0.7% a year, steady but slower than Ballarat, Geelong or Melbourne’s growth corridors.
Most of that growth is expected in Kialla and Shepparton’s north-east and south-east, where the new estates are. Internal migration into the region has also picked up recently, as buyers priced out of Melbourne and the larger regional cities look further afield.
Steady population growth supports demand, but it has to be measured against how much new housing is planned.
A Health, Food and Services Economy
Greater Shepparton supports about 36,700 local jobs. Health care is by far the largest employer, followed by education, retail, agriculture, manufacturing and construction.
| Industry | Local jobs (2022/23) |
|---|---|
| Health care and social assistance | 7,811 |
| Education and training | 3,513 |
| Retail trade | 3,180 |
| Agriculture, forestry and fishing | 3,159 |
| Manufacturing | 3,021 |
| Construction | 2,919 |

That mix matters to investors. Health, education and services jobs are stable and spread across many employers, while agriculture and food processing tie the city to one of Australia’s major irrigated food bowls. Tenants come from all of these sectors, along with a growing number of key workers.
Where the next workers are needed
Victorian Government projections estimate the Shepparton, Seymour and surrounds region will need about 19,454 new workers between 2024 and 2034, including replacements for people leaving the workforce.
| Industry | New workers needed by 2034 |
|---|---|
| Health care and social assistance | 5,343 |
| Agriculture, forestry and fishing | 2,474 |
| Construction | 2,053 |
| Education and training | 1,821 |

What Has Been Delivered, and What Is Still an Ask
A $229.3 million hospital redevelopment, completed
Goulburn Valley Health’s Shepparton Hospital is the region’s principal referral hospital. The Victorian Government’s $229.3 million redevelopment delivered:
- An emergency department with 44 treatment points, about double the previous capacity
- 64 inpatient beds and 10 intensive care beds
- Four new operating theatres
- A 12-bed maternity unit and 10-cot special care nursery
- A 12-bed paediatric ward and an expanded 16-chair dialysis unit
Hospitals employ nurses, doctors, allied health workers, technicians and support staff across a wide range of incomes, which supports rental demand at different price points.
An upgraded rail line to Melbourne, completed
The Shepparton Line Upgrade, worth about $400 million in its third stage, replaced track, upgraded signalling, extended the Murchison East passing loop, expanded train stabling and upgraded stations at Mooroopna, Murchison East and Nagambie. It allowed VLocity trains to run to Shepparton for the first time and added nine extra weekday return services and five on weekends.
Still being sought
Council’s 2026 state election priorities ask for about $125.7 million for an integrated cancer centre and a cardiac catheterisation laboratory, plus the next stages of the hospital redevelopment, a road resilience package including a second Goulburn River crossing, GV Link Enterprise Park Stage 2 ($28 million), Kialla West growth area infrastructure ($21 million) and a GOTAFE trades training precinct ($15 million).
The hospital and rail upgrades are delivered and already support demand. The rest are funding requests, not commitments. We treat them as possible upside, not something to pay for in the price today.
Growth Areas and New Housing Land
Shepparton has a substantial pipeline of new residential land, mainly to the south-east of the city centre and in Kialla.
| Growth area | Status | Scale |
|---|---|---|
| Shepparton South East | Precinct structure plan gazetted 26 June 2025 | About 2,980 homes, 7,200 residents, 274 jobs, six parks and a sporting reserve |
| Kialla West | Rezoned in 2024; precinct plan being prepared | About 2,000 dwellings, ~5,650 residents |
| Parkers Grove (in Shepparton South East) | Approved; first stages under way | 641 lots, about 2km from the city centre |
Figures are planned capacity, not homes already built. Sources: Victorian Planning Authority, Greater Shepparton City Council, The Urban Developer (March 2026).
Put together, that is room for around 5,000 new homes. Against population growth of roughly 0.7% a year, it means new supply will compete for buyers and tenants for years. It is one reason vacancy has risen to 2.3%.
In a market with plenty of new land, the specific lot matters more than the suburb. We look for blocks large enough to appeal to owner-occupiers, homes that will not look like every other house on the street, and estates close to schools, shops and the city centre rather than on the outer edge of the release.
What Is Happening in the Shepparton Property Market?
PRD’s latest Shepparton update shows a market that has strengthened for houses and softened for units.
| Measure | Q1 2026 | Change over 12 months |
|---|---|---|
| Median house price | $558,500 | +12.8% |
| Median unit price | $382,500 | −6.6% |
| Median house rent | $520 per week | +4.0% |
| Gross house yield | 4.2% | Northern Victoria 3.8%, Melbourne 3.1% |
| Rental vacancy | 2.3% (March 2026) | Up over the year |
Source: PRD Shepparton Market Update, 1st Half 2026.
Note that $520 a week on a $558,500 house works out at about 4.8% gross, higher than PRD’s 4.2% market yield, because the figures come from different samples. That is why we always calculate yield from the specific property’s price and a realistic achievable rent, then deduct management, rates, insurance, repairs, vacancy and land tax.
House sales fell 25% over the year while rentals leased rose by about a third, and PRD notes around $586 million of projects due to start construction in 2026, much of it new residential land. Nearby, Kyabram (median about $510,000) and Tatura (about $542,000) offer lower entry points with yields near 5%. See our Regional Victoria guide.
Parts of Shepparton and Mooroopna were affected by the October 2022 floods along the Goulburn River. We check flood overlays, insurance quotes and estate drainage before recommending any property.
Housing Need and Rental Demand
Greater Shepparton has long-standing housing affordability and social housing pressures. Council’s Affordable Housing Strategy, adopted in 2020, reported at the time:
Historical figures from the strategy’s evidence base, not current 2026 counts.
Housing need is not the same as an investment return. Demand for well-designed family homes, smaller dwellings for singles and couples, and accessible homes for older residents has to be confirmed through current listings, achieved rents and local property managers, and the property still has to be priced right, insurable and suited to its tenant.
Where Should Investors Look Within Shepparton?
Established Shepparton
Mature streets, established amenity and plenty of comparable sales to test value.
Kialla
South of the city, mixing established homes with newer estates. Weigh the price premium against competing supply.
Shepparton North
Estate development close to city services. Check how much land is left and when new stages release.
Shepparton South East
The main long-term growth precinct. Development is staged, so separate what you can buy now from what is planned.
A new estate is not automatically better than an established neighbourhood, and a cheaper property is not automatically better value. The right location depends on the property, the tenant, the price and your strategy.
New Builds Versus Established Homes in Shepparton
Why a new build can work
- Lower maintenance in the early years
- Modern layouts and energy efficiency
- Depreciation benefits under current tax law
- Stamp duty on the land only, on a two-part contract
What to check first
- Package price against comparable completed homes
- Site costs, landscaping, fencing and driveways
- Construction delays and holding costs
- Future land releases competing with yours
- Actual rents against the sales estimate
We compare the full acquisition cost, realistic rent, running costs and likely resale market against established alternatives. The aim is an investment-grade property that fits your strategy, not a new build simply because it is new.
The Risks Investors Must Understand
- Population growth. Separate Shepparton city from the wider region, and check the latest trends.
- Housing supply. Watch land releases, approvals and how quickly new homes are absorbed.
- Employment concentration. Agriculture and food production depend on weather, water and commodity prices.
- Rental affordability. Tenants’ capacity to pay depends on local wages, not just housing need.
- Flood and drainage. Check flood mapping, overlays and insurance for the specific property.
- Resale liquidity. Smaller buyer pools than Melbourne make price discipline essential.
- Infrastructure delivery. Confirm whether a project is completed, funded, under way or only proposed.

What Makes an Investment-Grade Shepparton Property?
1. Owner-occupier appeal

Easy access to the hospital, schools, the city centre and employment land.
3. Appropriate land
Enough land to stand apart from the new supply around it.
4. Real rental demand

5. Controlled competition
How many similar homes are being built nearby, now and next.
6. Flood and insurance
Flood overlays, drainage and insurance checked before you sign.
Is Shepparton Worth Investigating?
Yes, for the right investor. Shepparton suits buyers who want a regional entry price, a 4%-plus yield and a broad health and services economy, and who are comfortable with steady rather than fast population growth.
The main risk is supply. With room for around 5,000 new homes, Shepparton rewards careful lot selection and punishes buying the cheapest house in the newest stage. As always, properT network starts with your strategy, then finds the property, not the other way around.
